Rinse the bell peppers and cut a thin slice from the stem end to remove the tops and seeds.
Place the bell peppers in a pot of boiling water for 2 minutes, then cool them down with a splash of water.
Chop 1 cup of onions and fry in 1/3 cup of oil until translucent.
Add 2 minced garlic cloves and fry until golden brown, then set aside.
In a separate pot, heat 1/3 cup of oil and add 6 tablespoons of all-purpose flour, frying until light golden brown.
Stir in 1 tablespoon of paprika and fry a little longer.
Add 3 teaspoons of tomato paste and approximately 2 liters of boiling water, enough to cover the peppers.
Add the fried onions and garlic to the sauce and season with salt, pepper, and garlic powder.
In a bowl, combine 2 pounds of ground meat (1 pound beef and 1 pound pork), 2 cups of arborio rice, and 2 eggs.
Fry 3 tablespoons of onions and 1 teaspoon of minced garlic until golden brown, then add to the meat mixture along with salt, pepper, and a teaspoon of paprika.
Stuff the bell peppers with the meat mixture and add them to the sauce.
Let the stuffed peppers simmer on low for 45 minutes to an hour.
