Make the pastry by mixing flour, butter, and a pinch of salt until breadcrumb-like consistency.
In a bowl, mix water with apple cider vinegar and beat an egg.
Add the egg mixture to the pastry and combine gently.
Divide the dough into two discs, wrap in cling film, and refrigerate.
Roll out one disc of pastry and line a 9-inch fluted tart tin.
Trim the edges and prick the base with a fork.
Pre-bake the pastry at 180°C for 15 minutes with baking beads.
Remove the baking beads and bake for an additional 5 minutes.
Make the caramel by combining sugar, butter, golden syrup, a pinch of salt, and sweetened condensed milk in a non-stick pan.
Heat and boil the caramel mixture for about 5 minutes, stirring constantly.
Pour the caramel into the cooled pastry shell and refrigerate for 2 hours before serving.
