Make the dumpling dough by mixing flour, baking powder, and pepper in a bowl.
Create a well in the dry ingredients and add buttermilk and melted butter.
Mix the ingredients until just combined, being careful not to overwork the dough.
Let the dough rest while preparing the gravy ingredients.
Dice an onion, carrot, and celery, and chop garlic and fresh herbs.
In a saucepan, melt 4 tablespoons of butter and add the diced onions, cooking on low heat until they sweat down.
Add the diced carrot and celery to the onions, followed by the garlic and herbs, cooking until softened.
Prepare homemade smoked turkey stock by simmering turkey carcasses with black peppercorns, onion, carrot, bay leaf, and salt.
Add the smoked turkey stock to the vegetable mixture and cook for a few minutes to remove the raw flour taste.
Cube or shred the smoked turkey and add it to the pot, along with half and half, stirring to combine.
Season with salt and pepper to taste, being mindful of the salt content from the stock.
Shape the rested dumpling dough into desired shapes, either rectangles or circles.
Add the dumplings to the pot, laying them in piece by piece.
Cover the pot with a lid and let the dumplings steam on low heat for about 15 minutes, checking to avoid scorching on the bottom.
