Melt milk chocolate in the microwave or double boiler.
Line a square cake tin or Pyrex dish with aluminum foil.
Pour melted chocolate into the lined tin and spread it evenly to the corners.
Place the chocolate layer in the fridge for about 10 minutes to set.
In a saucepan over medium heat, add white marshmallows and butter, stirring to melt them down for about 3 to 4 minutes until no lumps remain.
Remove from heat and add sweetened condensed milk to the melted marshmallow mixture, mixing well.
While still warm, add smooth peanut butter to the mixture and incorporate it thoroughly.
Pour the peanut mixture over the set chocolate layer and spread it evenly.
Place the tin back in the fridge for about 30 minutes to set the peanut layer.
Use top and fill caramel (or melted toffee candies) and mix in roasted unsalted peanuts.
Spread the caramel and peanut mixture over the peanut layer and smooth it out.
Return the tin to the fridge for 1 hour to set the caramel layer.
Cut the set bars into preferred sizes.
Cover the sides of the bars with melted milk chocolate.
Place the bars back in the fridge for 10 minutes to set.
