Soak makara beans in water overnight.
Drain and rinse the soaked beans.
Boil the beans in fresh water until tender, about 30-40 minutes.
In a separate pot, bring water to a boil for pap preparation.
Mix cornmeal with water in a bowl until smooth.
Slowly add the cornmeal mixture to the boiling water, stirring continuously.
Cook the pap until thickened, about 10-15 minutes.
In a skillet, heat vegetable oil over medium heat.
Sauté chopped onion, green pepper, garlic, and ginger until fragrant, about 3-4 minutes.
Add diced tomato and spices, cooking until the tomato softens, about 5 minutes.
Combine the cooked beans with the sautéed mixture, stirring well to combine.
Serve the beans alongside the pap.
