Preheat the oven to 375°F (190°C).
In a large bowl, combine flour, sugar, and salt.
Cut in the butter until the mixture resembles coarse crumbs.
Stir in cold water, a tablespoon at a time, until the dough comes together.
Divide the dough into two discs, wrap in plastic, and refrigerate for 30 minutes.
Roll out one disc of dough on a floured surface to about 1/8 inch thick.
Cut into rectangles, approximately 3x4 inches, and place on a baking sheet.
Spread a layer of strawberry jam on half of the rectangles, leaving a border.
Beat the egg and brush it around the edges of the jam-covered rectangles.
Top with the remaining rectangles and press to seal the edges with a fork.
Bake for 20-25 minutes or until golden brown.
Let cool on a wire rack.
In a bowl, mix powdered sugar, milk, and food coloring to make icing.
Drizzle icing over the cooled pop-tarts and add sprinkles.
