Preheat the oven to 350°F (175°C).
Butter and line a 9x9 inch baking pan with parchment paper.
In a medium saucepan over low heat, melt 2 sticks of unsalted butter and 2 cups of semi-sweet chocolate chips until smooth.
Remove the chocolate mixture from heat and let it cool for 15 minutes.
In a large mixing bowl, add 4 large eggs, 1 and 1/4 cups of granulated sugar, 1 tablespoon of instant coffee granules, 3 tablespoons of oil, and 1 tablespoon of vanilla extract. Whisk until well combined.
Pour the cooled chocolate mixture into the egg mixture and whisk until smooth.
In another medium bowl, whisk together 2/3 cup of all-purpose flour, 1/2 cup of unsweetened cocoa powder, 1 and 1/2 teaspoons of baking powder, and 1/2 teaspoon of salt.
Add the dry ingredients to the chocolate mixture and fold until smooth, being careful not to over-mix.
Transfer the batter to the prepared baking pan and smooth the top.
Sprinkle 1/2 cup of reserved semi-sweet chocolate chips on top and gently pat them down.
Bake at 350°F for 35 to 40 minutes, checking for moist crumbs with a toothpick at 35 minutes.
Let cool in the pan until nearly at room temperature before slicing.
