Clean the chives by cutting off the bottom two inches.
Chop the chives into pieces about 1/4 to 1/2 inch long.
Boil water in a pot and blanch the chives for 1 minute, stirring to prevent overcooking.
Strain the chives and cool them down quickly with cold water.
Squeeze out all the moisture from the chives until they are very dry.
In a mixing bowl, combine the ground pork, chives, 1/3 cup oil, 1/4 to 1/3 cup cooking wine, 3 tablespoons sesame oil, 1/2 tablespoon salt, 3 tablespoons dark soy sauce, and 1/4 teaspoon white pepper.
Mix the ingredients together for about 8 minutes, adding water as needed to achieve a smooth paste.
Take a dumpling wrapper and create a half smiley face shape on the edge.
Place about 1/2 to 1 teaspoon of the filling in the center of the wrapper.
Fold the bottom of the wrapper to the top and pinch the edges to seal, creating a purse shape.
Repeat the filling and sealing process until all dumplings are made.
Bring a pot of water to a rolling boil and add the dumplings, stirring to prevent sticking.
Add cold water (about 1 cup) to the boiling water to bring the temperature down.
Wait for the dumplings to float to the surface, indicating they are almost done.
