Preheat the oven to 350 degrees.
In a bowl, combine the hamburger meat, diced onion, diced bell pepper, and two eggs.
Add 2 tablespoons of all-purpose flour to the mixture.
Pour in minced garlic (about 3 small cloves worth).
Add 1 tablespoon of salt and 2 tablespoons of olive oil to the bowl.
Mix all ingredients together using hands or a spoon.
Form the mixture into small meatballs and place them in a baking pan.
Create a small indentation in the center of each meatball to form a 'boat' shape.
Drizzle olive oil in the baking pan and brush it around.
Add 1/2 cup of sharp cheddar cheese to the meatball mixture before placing them in the pan.
Bake the meatballs in the oven for 30 to 35 minutes, or until done.
While the meatballs are baking, prepare the mashed potatoes by mashing 5 small potatoes.
Add 3 tablespoons of milk to the mashed potatoes.
Season with either oregano or thyme (about 1/2 teaspoon).
Mix in about 1/4 cup of cheese into the potatoes.
Form the mashed potato mixture into balls and place them on top of the meatballs in the pan.
In a separate bowl, mix together 1/2 cup of tomato sauce and 1/2 cup of hot water.
Pour the tomato sauce mixture over the meatballs and potatoes.
Sprinkle additional cheese on top.
Return the dish to the oven for an additional 5 to 10 minutes until the cheese is browned.
