Wash turkey wings in vinegar and lime, then pat dry with paper towel.
Cut turkey wings down at the joints to make manageable pieces.
Chop celery, onion, carrots, garlic, and red bell pepper into small pieces for marinade.
Grate garlic and mix with chopped vegetables.
Add 1 tablespoon of freshly crushed black pepper, 1.25 teaspoons of kosher salt, and 2 tablespoons of olive oil to the vegetable mixture and mix well to create a marinade.
Coat a 9x9 baking pan with olive oil and spread the chopped vegetables on the bottom.
Make incisions in the turkey wings to allow seasoning to penetrate.
Place the turkey wings on the bed of vegetables and coat with the marinade.
Cover the pan with tin foil and bake in the oven at 350°F for 2 hours.
After 2 hours, remove the turkey wings and let them cool.
Puree the remaining stock in a food processor and return the meat to the pan.
Pour the pureed stock over the turkey wings to smother them.
Cover again with aluminum foil and bake for an additional 30 minutes.
