In a saucepan, combine 1 cup whole milk and 1 cup heavy cream.
Add 4 tablespoons sugar, 1/4 cup unsweetened cocoa powder, and 1/4 teaspoon salt to the saucepan.
Whisk the mixture constantly while cooking until it comes to a boil and thickens, about 10 minutes.
Once thickened, remove from heat and add 1/2 cup semi-sweet chocolate chips, whisking until melted and smooth.
Pass the mixture through a sieve into a measuring cup to remove any lumps.
Prepare popsicle molds and fill them with the chocolate mixture, leaving some space at the top.
Place the filled molds in the freezer overnight or for at least 6-8 hours to set.
Once frozen, remove popsicles from the molds and let them sit at room temperature for a few minutes to ease removal.
To make the chocolate hard shell, melt chocolate and coconut oil together in a microwave-safe cup until fully melted.
Dip each popsicle halfway into the melted chocolate mixture, allowing excess to drip off, and immediately sprinkle with sea salt or desired toppings.
