Combine sugar and butter until smooth.
Add egg yolks and vanilla extract to the butter mixture and whisk until incorporated and pale yellow.
Mix dry ingredients (baking powder, salt, and all-purpose flour) in a separate bowl.
Add half of the dry ingredients and half of the milk to the wet ingredients, whisk together.
Add the remaining half of the dry ingredients and the remaining half of the milk, whisk together, being careful not to overmix.
Beat egg whites until stiff peaks form.
Fold the beaten egg whites into the batter gently to avoid deflating them.
Pour the batter into a buttered 9x4 long stick pan and spread evenly.
Bake in a preheated oven at 350°F for 25 to 30 minutes.
While the cake is baking, prepare the milk mixture by whisking together evaporated milk, sweetened condensed milk, and whole milk in a bowl.
After baking, let the cake sit for 20 minutes, then poke holes in the top with a fork.
Let the cake sit for 30 minutes to absorb the milk mixture after pouring it over the holes.
Top the cake with whipped cream before serving.
