Heat a medium skillet over medium heat and add 1 tablespoon of olive oil.
Add 400g of beef mince to the skillet and cook until the pink is gone, breaking it apart with a spoon.
Dice 1 carrot and 1 onion into small pieces and add them to the skillet; stir until softened.
Chop 2 cloves of garlic finely and add to the skillet with a sprinkle of salt; cook for 2 minutes until fragrant.
Add 1 bay leaf, dried oregano, 1 tin of chopped tomatoes, and 2 tablespoons of tomato puree; stir and cook for about 2 minutes.
Pour in a splash of red wine and season with salt; cover and let simmer on low heat for about 30 minutes.
In a separate pan, combine milk and 3 tablespoons of corn flour; mix well and set aside.
Add a quartered onion, a bay leaf, nutmeg, salt, and pepper to the milk mixture and heat gently for about 15 minutes to infuse flavors.
Remove the onion and bay leaf from the milk mixture, then whisk in the corn flour mixture until it thickens; remove from heat.
Layer the meat sauce at the bottom of a baking dish, followed by a layer of white sauce, then place sheets of dried pasta on top.
Repeat the layering process until all ingredients are used, finishing with a generous layer of white sauce and a topping of grated parmesan cheese.
Bake the lasagne until bubbly and golden brown on top.
