Prepare a gas stove for cooking.
Make a dough by mixing flour, water, and salt until it forms a ball.
Knead the dough until smooth, approximately 5-7 minutes.
Cover the dough and let it rest for about 1 hour in the refrigerator.
Chop onions and mix them with ground meat and black pepper in a bowl.
Roll out the dough into thin sheets on a floured surface.
Cut the rolled dough into circles using a glass or cutter.
Place a spoonful of the meat mixture in the center of each circle.
Fold the dough over the filling and pinch the edges to seal tightly.
Bring a large pot of salted water to a boil.
Carefully add the dumplings to the boiling water and cook until they float, about 5-7 minutes.
Remove the dumplings with a slotted spoon and drain them.
Melt butter in a pan over medium heat and add the cooked dumplings, tossing gently to coat them with butter.
Serve hot, garnished with fresh herbs.
