Sift flour, baking powder, and salt into a large bowl.
Combine shortening into the flour mixture.
Slowly add water a little at a time while lightly kneading to form a dough, removing all clumps.
If the dough is sticky, add an extra half to one cup of flour to decrease the stickiness.
Place the dough on a spacious flat surface and knead until smooth and consistent.
Roll the dough into a 24-inch snake-like shape and form it into a horseshoe shape, covering with a kitchen towel.
Let the dough stand for about 10 to 12 minutes to rise.
Divide the dough into 10 to 12 pieces, slightly knead each piece, and roll into medium-sized balls.
Rub vegetable oil onto each ball using your hands.
If consuming immediately, refrigerate the dough for about 10 to 15 minutes before frying.
Heat vegetable oil in a frying pan to medium temperature and line a dish with paper towels for draining excess oil.
Remove the dough from the refrigerator, rub a small portion of vegetable oil on a flat surface, and flatten each dough ball into a circle.
Cut the flattened circle into halves or quarters.
Ensure the frying pan is well heated; if smoke is visible, it may be too hot.
Place each piece of dough in the frying pan and fry until golden brown, then repeat on the opposite side.
If fry Jacks are not puffing, stick a fork at one edge and shake it slightly to help them puff.
