Heat cooking oil in a large non-stick pan over medium-high heat.

Add the finely chopped onion, crushed cumin seeds, garlic, and green chillies for a few minutes until softened.

Add pepper, salt, chilli flakes and mix through the onions.

Add the fish and mix it with onion spice mix. Break the fish into smaller pieces and sauté the mix until it's dry, and takes the colour of the spices.

Next, add the boiled potatoes to the fish mix and mix until well combined.

Let the mix cool down.

Mix together flour, egg, salt and water to make a lightly thick batter.

Carefully cut the capsicums as shown in the video, then stuff in the filling, dip it in the batter, coat the capsicums with bread crumbs before frying.
