Mix brown sugar, honey, and mustard in a bowl until combined.

Place the ham in a roasting pan and add water to the bottom.
Cover the ham loosely with foil and bake for 1.5 to 2 hours.
Remove the foil and baste the ham with the pan juices every 30 minutes.
Continue baking uncovered for an additional 30 minutes until caramelized.
Let the ham rest for 15 minutes before slicing.
