Heat oil in a large pot over medium heat until shimmering.
Add chopped onions and sauté until translucent, about 5 minutes.
Stir in grated carrots and cook for an additional 3-4 minutes.
Add diced beef and cook until browned on all sides, about 5-7 minutes.
Pour in water and bring to a boil. Skim off any foam that rises to the surface.
Add bay leaves, diced potatoes, and chopped beetroot. Reduce heat to low and simmer for 30 minutes.
Stir in shredded cabbage and tomato paste, and continue to simmer for another 15 minutes.
Add minced garlic, vinegar, salt, and pepper to taste. Cook for 5 more minutes.
Remove from heat and let the borscht sit for 10 minutes to develop flavors.
Serve hot, garnished with a dollop of sour cream and fresh dill.
