Combine the dry ingredients with the wet mixture until a dough forms.
Chill the dough in the refrigerator for 30 minutes.
Scoop small portions of dough and shape into balls.
Place the balls on the prepared baking sheet, spacing them apart.
Press a whole almond into the center of each ball.
Bake in the preheated oven until golden, about 15-20 minutes.
Remove from the oven and let cool on a wire rack.
Dust with powdered sugar before serving.
