Preheat the oven to 375°F.
Combine 3 cups of all-purpose flour, 1/4 cup of sugar, 1 teaspoon of salt, and baking powder in a mixing bowl.
Add 1/2 cup of butter (or margarine) to the dry ingredients and mix until it resembles small pea-sized pieces.
Gradually add 8 ounces of coconut milk to the mixture, mixing until combined. Adjust with more liquid if necessary.
If the dough is too sticky, add reserved flour until manageable, but do not overmix to avoid toughness.
Transfer the dough to a floured surface and portion it into small balls, rolling them gently.
Flatten each ball to about 1 inch thick, ensuring they are not too flat.
Use a fork to press into the tops of the flattened dough.
Place the flattened dough onto a baking tray and bake in the preheated oven for 15 to 20 minutes until golden brown.
Remove from the oven and let cool slightly before serving.
