Place bulgur wheat in a bowl and cover it with water.
Let it soak for about 15 to 20 minutes until bulgur absorbs water and softens.
Chop parsley, using at least 1.5 cups packed, including stems if desired.
Chop mint leaves, avoiding the stems.
Chop tomatoes, cucumber, and green onions.
Drain excess water from the bulgur.
In a large bowl, combine bulgur, parsley, mint, tomatoes, cucumber, and green onions.
In a small bowl or jar, whisk together fresh lemon juice, extra virgin olive oil, salt, and black pepper.
Combine the dressing with the salad and mix well.
