Season chicken drumsticks with 1/2 teaspoon salt, 1/2 teaspoon black pepper, and 1 teaspoon garlic powder.
Line chicken in a baking dish and add 2 tablespoons of olive oil.
Bake chicken in the oven at 425 degrees for 10 minutes.
In a large mixing bowl, combine 3 cups of all-purpose flour, 1 1/2 teaspoons salt, and 2 teaspoons of vegeta seasoning.
In another bowl, mix together 1 1/2 cups warm water and 1 1/2 cups warm milk, then pour into the flour mixture along with 2 eggs and whisk until well combined.
Prepare the milk mixture by stirring together 1/2 cup heavy whipping cream and 1/4 cup whole milk.
After 10 minutes, remove the chicken from the oven and add the dough, shaking the baking dish to disperse it evenly.
Return the dish to the oven at 425 degrees for another 35 minutes to bake.
Pour the milk mixture over the dough and optionally add sour cream on top.
Bake for an additional 10 minutes or broil for 2 to 3 minutes until golden brown.
