Rehydrate the dried red peppers in room temperature water for 40 minutes, using a bowl to keep them submerged.
Drain the water and wear gloves to handle the peppers.
Cut off the tops of the peppers, slice them open, and rinse them under water to remove the seeds.
Place the rinsed and drained peppers in a food processor.
Add about 0.25 cup of olive oil to the food processor.
Add the remaining ingredients: cumin, coriander seeds, sea salt, black pepper, minced garlic, and vinegar.
Blend until desired consistency is reached, scraping down the sides as needed.
Transfer the mixture to a jar and drizzle some olive oil on top.
