Bring water to a boil in a large pot and add salt.
Gradually whisk in cornmeal, stirring continuously to prevent lumps.
Reduce heat to low and cook, stirring frequently, until thickened, about 20-25 minutes.
In a separate pot, heat vegetable oil over medium heat.
Add diced pork shoulder and brown on all sides, about 5-7 minutes.
Remove pork and set aside; in the same pot, sauté chopped onion, carrot, and bell pepper until softened, about 5 minutes.
Stir in minced garlic and cook until fragrant, about 1 minute.
Add tomato paste, bay leaves, black pepper, and paprika, stirring to combine.
Return the pork to the pot and add enough water to cover the meat.
Bring to a simmer, then cover and cook on low heat for 1.5-2 hours until pork is tender.
Adjust seasoning with salt and pepper to taste.
Once the mamaliga is thick and creamy, remove from heat and let it sit for a few minutes.
Serve mamaliga topped with the pork stew and garnish with chopped parsley.
Add a dollop of sour cream on top for extra richness.
