Preheat the oven to 350°F (175°C).
Line a baking sheet with parchment paper.
Melt the unsalted butter in a saucepan over low heat until completely melted.
Remove from heat and stir in the granulated sugar until well combined.
Add the eggs and egg yolk, mixing well after each addition.
Stir in the vanilla extract until smooth.
Sift together the all-purpose flour, cocoa powder, baking powder, and salt in a separate bowl.
Gradually add the dry ingredients to the wet mixture, stirring until just combined.
Fold in the semi-sweet chocolate chips until evenly distributed.
Drop spoonfuls of dough onto the prepared baking sheet, spacing them apart.
Sprinkle a pinch of sea salt flakes on top of each cookie dough ball.
Bake for 10-12 minutes, until edges are set but centers are still soft.
Remove from the oven and let cool on the baking sheet for 5 minutes.
Transfer cookies to a wire rack to cool completely.
