Boil the beef in a large pot with bay leaves for about a half hour, then add the beets, green beans, and carrots. Allow to cook until soft.

Pulse leeks, bell pepper, onion, cilantro, and garlic in a food processor until chopped very fine, then set aside.

Chop the cooked meat in the processor along with the peeled beets, carrots, and green beans.

Add all of the veggies and beef to a pan with 1/4 cup of oil and season with bay leaves, thyme, Worcestershire sauce, mustard, vinegar, and cumin. Fry while stirring for about 20 minutes.

Boil manicotti pasta tubes until al dente and fill them with the beef mixture. Place them on a sheet pan and set aside.

Separate egg whites from yolks and whip the egg whites on high until stiff peaks form, then quickly add the yolks and stop beating when just incorporated.

Dip the manicotti into the egg batter and fry in a saucepan with about an inch of oil.

Place fried manicotti on a paper towel-lined baking sheet and serve with salsa.
