Preheat the oven to 375°F.
In a mixing bowl, cream together 3 tablespoons of softened butter and 3/4 cup of sugar using a mixer.
Sift together 1 cup of flour, 1 teaspoon of baking powder, and 1/4 teaspoon of salt. If no sifter is available, mix with a fork.
Add the sifted flour mixture and 1/2 cup of milk alternately to the creamed butter and sugar, mixing until combined.
If the batter is too thick, add a little more milk to thin it out slightly.
Prepare an 8x8 baking dish by adding 4 cups of blackberries to the bottom.
Pour the batter over the blackberries, spreading it out evenly without stirring it into the fruit.
In a separate bowl, mix together 1 cup of sugar, 1 teaspoon of corn starch, and 1/4 teaspoon of salt. Sprinkle this mixture over the batter.
Pour 3/4 cup of boiling water over the top of the batter and fruit.
Bake in the preheated oven at 375°F for about 45 minutes, or until done.
After baking, let the cobbler rest for about 15 minutes before serving.
