In a saucepan, melt butter and add minced garlic, frying for about 30 seconds.
Add flour to the garlic and cook for 30 to 60 seconds to remove the raw flour taste.
Pour in milk and heavy cream, stirring until it starts to boil.
Add cream cheese and sour cream to the mixture.
Add grated cheese to the sauce and stir until melted and creamy.
Season the cheese sauce with onion powder, paprika, Creole seasoning, celery salt, and ground black pepper.
Pour the cheese sauce over the cooked pasta and mix well.
Transfer the mac and cheese to a baking dish and add more cheese on top.
Sprinkle smoked paprika over the cheese for color.
Cover the baking dish with foil and bake at 350°F for 35 minutes.
