Add 1 and 1/2 cups of all-purpose flour to a mixing bowl or food processor.
Add 1 tablespoon of sugar and 1 teaspoon of salt to the flour.
If using a food processor, pulse a few times to combine the dry ingredients.
Cube 1 cup (2 sticks) of unsalted cold butter into smaller pieces.
Add half of the cubed butter and half of the flour to the food processor, then pulse for about 30 seconds until crumbly.
Add the remaining 1 and 1/2 cups of flour to the mixture.
Crumble in the remaining half cup of butter and pulse a few times to combine.
Measure out 4 tablespoons (1/4 cup) of ice water and drizzle it into the mixture while pulsing.
Check the mixture; if it doesn't hold together, add 1 tablespoon of water at a time, pulsing in between, until it forms a shaggy mixture that holds together when pressed.
Once the dough is ready, dump it onto a clean counter and press it together without kneading too much to avoid toughness.
Wrap the dough in plastic wrap and refrigerate to cool for at least 30 minutes before rolling it out.
