In a small bowl, combine 1/3 cup olive oil, 3 tablespoons lime juice, 1 teaspoon honey, 2 minced garlic cloves, 1 teaspoon kosher salt, 1/2 teaspoon ground cumin, and 1/4 teaspoon black pepper; whisk together.
In a large bowl, combine the black beans, black-eyed peas, corn, diced tomatoes, green bell pepper, avocado, red onion, cilantro, and dressing; stir to combine.
