Prepare the shopska salad with equal parts bell pepper, cucumber, tomato, onion, and an oil and vinegar dressing.
In a mixing bowl, combine 1 pound of flour and 1/2 teaspoon of salt.
Slowly pour in 15 ounces of lukewarm water while mixing until a slightly watery dough forms.
Knead the dough for an extended period to break down the gluten, making it softer and stretchier.
After kneading, let the dough rest for about 20 minutes to allow the gluten to reform.
Cut the rested dough into three pieces and roll each into a ball.
Knead each ball again for 10 minutes, then roll them out into thin sheets.
Using a round cutter (about 3 inches), cut circles from the rolled-out dough.
Prepare the meat filling by mixing 1 pound of beef, 1 minced onion, and black pepper in a bowl.
Place about 1 teaspoon of the meat mixture on one side of each dough circle.
Fold the dough over to create a half-moon shape and pinch the edges to seal.
Create decorative marks on the edges using a fork.
Bring a pot of water to a boil and add the dumplings, letting them come back to a boil before reducing to a simmer for 10-12 minutes.
Once cooked, strain the dumplings and let them sit on parchment paper to avoid sticking.
In a separate bowl, mix 8 ounces of sour cream and 8 ounces of heavy cream.
Pour the cream mixture over the dumplings in a baking dish.
In another bowl, combine 3 tablespoons of melted butter, 1/2 teaspoon of paprika, and 3-4 cloves of minced garlic.
Pour the butter mixture over the cream on the dumplings.
Bake in the oven for about 15 minutes.
