Mix flour and salt in a bowl.
Gradually add water and knead until smooth.
Cover the dough and let it rest for 30 minutes.
Blanch spinach in boiling water for 2 minutes, then drain and cool.
Chop blanched spinach, onion, and herbs finely.
Combine spinach mixture with ground meat, egg, and spices in a bowl.
Roll out the dough on a floured surface until thin.
Cut circles from the dough using a glass or cutter.
Place a spoonful of filling in the center of each circle.
Fold the dough over the filling and pinch to seal.
Bring a large pot of salted water to a boil.
Drop dumplings into boiling water and cook until they float, about 5-7 minutes.
Remove with a slotted spoon and drain.
Serve warm with butter or sour cream.
