Preheat the oven to 180°C (350°F).
Cut the tops off the bell peppers and remove the seeds.
Heat olive oil in a skillet over medium heat and sauté chopped onion and garlic until translucent.
Add ground meat to the skillet and cook until browned.
Stir in cooked rice, tomato paste, chopped parsley, black pepper, and salt; mix well.
Stuff the bell peppers with the meat and rice mixture.
Place the stuffed peppers upright in a baking dish.
Pour water into the bottom of the dish and cover with foil.
Bake in the preheated oven for 30 minutes.
Remove foil and sprinkle cheese on top of the peppers.
Bake for an additional 10-15 minutes until the cheese is melted and golden.
