Mix warm water and yeast in a bowl and let sit until frothy, about 5-10 minutes.
Combine flour, sugar, salt, and purple sweet potato powder in a large mixing bowl.
Add yeast mixture, milk, and vegetable oil to the dry ingredients.
Knead the dough until smooth and elastic, about 10 minutes.
Cover the dough with a damp cloth and let rise in a warm place until doubled in size, about 1 hour.
Punch down the risen dough and divide it into equal portions.
Shape each portion into a ball and flatten slightly.
Fill the center of each dough with sweet red bean paste and pinch to seal.
Shape the filled dough into a flower shape, using a knife to create petals if desired.
Place the shaped buns on parchment paper and let them rise for another 30 minutes.
Prepare a steamer and bring water to a boil.
Steam the buns over high heat for 15-20 minutes until fluffy and cooked through.
Remove from the steamer and let cool slightly before serving.
