Start by mixing flour, yeast, salt, and sugar in a large bowl.
Gradually add warm water while mixing to form a dough.
Knead the dough until it becomes smooth and elastic, which should take about 10 minutes.
Cover the dough with a cloth and let it rise in a warm place until it doubles in size, approximately 1 hour.
Heat cooking oil in a skillet over medium heat and sauté chopped onions until they become translucent.
Add ground meat, minced garlic, and spices; cook until the meat is browned.
Stir in chopped green pepper and diced tomatoes; cook for an additional 5 minutes.
Remove the filling from heat and mix in chopped parsley, then allow it to cool.
Divide the risen dough into equal pieces and roll each piece into a circle.
Place a spoonful of the meat filling in the center of each dough circle.
Fold the dough over the filling to enclose it and seal the edges tightly.
Heat oil in a frying pan over medium heat and fry the stuffed breads until they are golden brown, about 3-4 minutes on each side.
Remove the stuffed breads from the oil and drain them on paper towels before serving.
