Heat milk in a small saucepan over low heat until warm but not boiling.
Sprinkle yeast over warm milk and let sit for 5-10 minutes until frothy.
In a large bowl, combine flour, sugar, and salt.
Add the yeast mixture, melted butter, eggs, and vanilla extract to the flour mixture.
Mix until a dough forms, then knead on a floured surface for 8-10 minutes until smooth.
Place dough in a greased bowl, cover with a cloth, and let rise in a warm place until doubled in size, about 1 hour.
Roll out the dough on a floured surface into a rectangle.
Spread softened butter over the dough, then sprinkle with brown sugar and cinnamon evenly.
Roll the dough tightly into a log and cut into equal pieces.
Place the rolls in a greased baking dish, cover, and let rise for another 30-45 minutes.
Preheat the oven to 350°F (175°C).
Bake rolls for 20-25 minutes until golden brown.
While baking, mix cream cheese and powdered sugar to create frosting.
Remove rolls from the oven and let cool slightly before frosting.
