Add cracked cinnamon sticks to the boiling water.

Add 1 cup of Cal Rose rice to the pot.

Cook rice on low heat for 15 minutes, stirring occasionally.

In a separate pot, combine 2 cups of 2% milk and 1 can of evaporated milk, heating on medium.

Add 1/2 cup of sugar and 1/2 teaspoon of salt to the milk mixture, stirring well.

Simmer the milk mixture for 5-6 minutes.

Check the rice for doneness; it should be soft but slightly al dente.

Add the cooked rice to the milk mixture and stir well.

If desired, add raisins to the mixture and stir again.
