Heat a pan and add 3 tbsp of butter.
Add 5 to 6 chopped garlic cloves to the melted butter and keep the heat on low to avoid burning the garlic.
Add 1/2 large chopped red onion and fry for 30 seconds on medium heat.
Add chopped red and green bell peppers and fry for about 1 minute.
Remove all vegetables from the pan and set aside.
Add 1/2 tsp of olive oil to the same pan and then add 2 tbsp of all-purpose flour, roasting it for about 1 minute until it turns light brown.
Add 2 cups of half and half to the flour, followed by 1/2 tsp of dried parsley, 1 tbsp of Italian seasoning, and 1 tbsp of pepper flakes. Mix well and cook for 5 minutes on medium heat.
Add 1/2 cup of parmesan cheese to the sauce and mix well, cooking for another 5 minutes on low heat.
Prepare the chicken by mixing 1 cup of all-purpose flour, fresh parsley, Italian seasoning, salt, and pepper flakes in a bowl.
Coat the sliced chicken breast in the flour mixture, ensuring even coverage.
Heat 1.5 tbsp of olive oil in a hot pan and add the coated chicken breast, frying for 5 minutes on each side on medium-high heat.
After frying, remove the chicken from the pan and set aside.
Deglaze the pan with 1/4 cup of water to capture the chicken flavor.
In a deep pan, bring 5 liters of water to a boil and add 1 tbsp of salt for the pasta.
Add angel hair pasta to the boiling water and cook for 3 to 4 minutes, stirring occasionally to prevent sticking.
Drain the pasta after 4 minutes and set aside.
Add deglazed water and 1/2 cup of whole milk to the sauce to lighten it up, mixing well until the desired consistency is reached.
Add the fried vegetables back into the sauce and cook for 30 seconds.
Assemble the dish by placing sauce in a deep dish, followed by pasta, and then the chicken on top, adding more sauce and garnishing with fresh parsley.
