Start by preparing the pastry dough.
In a bowl, combine all-purpose flour, salt, sugar, and butter flavored shortening.
Mix the salt and sugar into the flour.
Incorporate the shortening into the flour until it resembles bread crumbs or wet sand.
Add room temperature water gradually, gently squeezing the dough until it comes together without overmixing.
Place the dough in the fridge for a few minutes if not using immediately; otherwise, leave it in a bowl.
Prepare the filling by mixing eggs, evaporated milk, seasonings, green onions, and bell peppers in a bowl, setting it aside.
Flour the surface to prevent sticking and roll out the dough to about a quarter of an inch thick.
Use a biscuit cutter to cut circles from the rolled dough for the muffin pans.
Roll the circles larger than the muffin pans to ensure they fit properly when placed inside.
Pinch off any excess dough after placing the circles in the muffin pans.
Repeat the process until all dough is used and placed in the pans.
Fill each pastry with cheese, then pour in the filling, adding more cheese on top and garnishing with green onions and peppers.
Place the filled muffin pans in a preheated oven at 375 degrees Fahrenheit for 30 to 35 minutes.
Check for doneness; if the oven runs hot, adjust the temperature to 350 or 355 degrees Fahrenheit.
Remove from the oven; the pies will puff up and then shrink down as they cool, which is normal.
Allow the pies to cool on a cooling rack before serving.
