Prepare the custard by combining egg yolks, brown sugar, cake flour, and milk in a saucepan.
Infuse the milk with Earl Grey tea bags and heat until just simmering, then whisk into the egg mixture.
Return to the heat and cook until thickened, then let cool.
For the cream puffs, combine water, butter, and salt in a saucepan and bring to a boil.
Add cake flour and stir until a dough forms, then remove from heat and let cool slightly.
Incorporate eggs one at a time until the mixture is smooth and glossy.
Scoop or pipe the dough onto a baking sheet lined with parchment paper and bake until golden brown.
Let the puffs cool completely before filling them with the prepared custard.
