Preheat the oven to 375°F.
Heat a pan with a little cooking oil.
Add 1 pound of lean ground beef to the pan and break it apart to cook and sear.
Season the beef with 1 teaspoon of ground cumin, 1 teaspoon of garlic salt and pepper blend, 2 teaspoons of dehydrated minced onion, 1 teaspoon of beef bouillon powder, 1 teaspoon of smoked paprika, and 1.5 tablespoons of chili powder. Mix well.
Add 2 tablespoons of tomato paste and 1 tablespoon of diced chipotle peppers in adobo sauce (optional) to the beef mixture and mix.
Add 1 can of drained Rotel diced tomatoes and green chilies and 1 can of ranch style beans (liquid included) to the mixture and mix well.
Add 1 cup of beef broth to the mixture and season with additional garlic salt, pepper, and a pinch of salt to taste.
Add a cornstarch slurry to thicken the chili mixture and mix well.
In a separate bowl, combine self-rising flour, self-rising cornmeal, buttermilk, 1 egg, and cooking oil. Adjust the quantities for the desired cornbread thickness.
Add 1/3 cup of sugar to the cornbread mixture and mix well. Optionally add 4 oz of shredded sharp cheddar cheese and mix again.
Pour the chili mixture into a stainless steel pan.
Pour the cornbread batter over the chili mixture and smooth it out.
Bake in the preheated oven for 40-45 minutes or until cooked through and golden brown.
Remove from the oven and let cool slightly before serving.
Scoop out portions of the casserole and garnish with sour cream, scallions, red onion, and pickled jalapenos as desired.
