Place a saucepan over medium-low heat and add sliced unsalted butter.
Watch the butter as it goes through stages: melting, foaming, and then browning. Keep a close eye to prevent burning.
Once the butter turns golden brown, immediately remove it from heat and pour it into a heat-proof bowl. Set aside for at least 20 minutes, ensuring to include all the brown bits for flavor.
In a separate bowl, combine all-purpose flour, baking soda, cream of tartar, espresso powder, cinnamon, and salt. Whisk until thoroughly combined and set aside.
In another bowl, mix together brown sugar and granulated sugar, then add the cooled brown butter.
Using an electric hand mixer, blend the sugars and brown butter until smooth and lump-free. Add in one egg, one egg yolk, vanilla extract, and softened cream cheese. Mix until well combined.
Slowly incorporate the dry ingredients into the wet mixture, beating on low until just combined.
Use a cookie scoop to portion out the dough, rolling each portion into a ball with your hands.
Cover the baking sheet with plastic wrap and refrigerate the dough for at least 3 hours, or freeze for at least 30 minutes if short on time.
Preheat the oven to 350°F (175°C).
Prepare a cinnamon-sugar mixture for rolling the cookies.
Roll the chilled dough balls in the cinnamon-sugar mixture and place them on a baking sheet, leaving about 2 inches of space between each cookie.
Bake for 8 to 11 minutes, or until the edges are golden brown. They may seem slightly underdone upon removal from the oven but will continue to cook outside.
