Add bulgur to the pot and stir to coat with the oil and vegetables for 1-2 minutes.
Pour in vegetable broth and add bay leaves; bring to a boil.
Reduce heat to low, cover, and simmer for 12-15 minutes until bulgur is tender and liquid is absorbed.
Remove from heat and let sit, covered, for 5 minutes to steam.
Fluff the bulgur with a fork and stir in drained chickpeas, chopped parsley, lemon juice, salt, and black pepper to taste.
