Lock the lid of the Instant Pot and set to cook for 20 minutes.

After cooking, release the pressure and stir the mixture to combine.

Use a potato masher to break up any large clumps of beef.

Add 2 tablespoons of red wine vinegar to balance the sweetness of the tomatoes.

Mix 1 tablespoon of cornstarch with 2 tablespoons of cold water to create a slurry.
