Heat a large skillet over medium-high heat and add a little bit of olive oil.

Add ground beef to the skillet and break it up with a wooden spoon, ensuring it gets nice color and doesn't steam.

Scoop out some excess fat from the cooked ground beef but leave some for flavor.

Add chopped bell pepper, onion, and garlic to the skillet with the beef. Season with salt and pepper.

Cook the vegetables for about 5-6 minutes, until they have cooked down and developed some color.

Stir in brown sugar, paprika, garlic powder, and mustard powder into the beef mixture.

Add ketchup and stir to combine. If preferred, substitute ketchup with tomato paste and a tablespoon of apple cider vinegar.

Lower the heat to low, cover the skillet, and let it cook for about 20 minutes.

Split Kaiser rolls open and brush both sides with melted butter.

Toast the rolls cut side down on a cookie sheet in a 400°F oven for about 10 minutes.

Serve the meat mixture on the toasted rolls, optionally topping with cheese and broiling until melted.
