In a mixing bowl, combine graham cracker crumbs, cocoa powder, and salt.
Melt butter and peanut butter together in a saucepan over low heat until smooth.
Remove from heat and stir in powdered sugar until well combined.
Add the graham cracker mixture to the peanut butter mixture and mix until fully incorporated.
Press the mixture firmly into the bottom of the prepared baking dish to form an even layer.
In a separate saucepan, heat heavy cream over medium heat until just simmering.
Remove from heat and add chocolate chips, stirring until melted and smooth.
Pour the chocolate mixture over the peanut butter layer, spreading evenly.
Refrigerate for at least 2 hours, or until set.
Once set, lift the fudge bars out of the dish using the parchment overhang.
Cut into squares and serve.
