Heat 1.5 cups of whole milk to about 110 degrees Fahrenheit.
Stir in 1 tablespoon of granulated sugar and whisk to combine.
Sprinkle 1 tablespoon of active dry yeast on top and let it rest for a minute before whisking it into the milk mixture.
Let the yeast proof for about 5 minutes until foamy.
Add 4 tablespoons of warm melted unsalted butter, 1/3 cup sugar, and 1.25 teaspoons of salt to the mixture.
Gradually add just under 4 cups of all-purpose flour, half a cup at a time, whisking to incorporate each addition.
Switch to a dough hook attachment and knead for about 2 minutes on speed 2 until the dough is sticky but not overly so.
Transfer the dough to a well-oiled large mixing bowl, cover with plastic wrap, and let it rise in a warm place for about 2 hours until doubled in size.
Divide the dough into 15 pieces, rolling each into a ball.
Lightly oil a 9-by-13 casserole dish and place the rolls evenly spaced in the pan.
Cover with plastic wrap and let rise in a warm place for about 1 hour until visibly puffed.
Preheat the oven to 375 degrees Fahrenheit.
Bake the rolls in the center of the oven for about 23 to 25 minutes until golden brown.
Brush the tops with 1 tablespoon of melted butter and sprinkle with kosher salt while still warm.
