Preheat the oven to 350°F (175°C).
Grease and flour two round cake pans.
In a large bowl, sift together all-purpose flour, cocoa powder, baking powder, baking soda, and salt.
In another bowl, mix sugar, vegetable oil, milk, vanilla extract, vinegar, and water until well combined.
Gradually add the wet ingredients to the dry ingredients, mixing until smooth.
Divide the batter evenly between the prepared cake pans.
Bake in the preheated oven for 30-35 minutes, or until a toothpick inserted comes out clean.
Remove the cakes from the oven and let them cool in the pans for 10 minutes.
Turn the cakes out onto wire racks to cool completely.
Once cooled, frost the top of one cake layer with chocolate frosting.
Place the second layer on top and frost the top and sides of the entire cake.
Decorate with chocolate shavings and fresh berries.
Dust with powdered sugar before serving.
