Preheat the oven to 350°F (175°C) and grease a baking pan.
Grate the carrots and set aside.
In a mixing bowl, beat cream cheese until smooth.
Add sugar and brown sugar to the cream cheese and mix until well combined.
Incorporate eggs one at a time, mixing well after each addition.
Stir in vanilla extract and mix until smooth.
In a separate bowl, combine flour, baking powder, baking soda, cinnamon, nutmeg, and salt.
Gradually add the dry ingredients to the cream cheese mixture, mixing until just combined.
Fold in grated carrots and walnuts until evenly distributed.
Pour the batter into the prepared baking pan and spread evenly.
Bake for 30-35 minutes or until a toothpick inserted in the center comes out clean.
Let the bars cool in the pan for 10 minutes before transferring to a wire rack.
In a small bowl, mix powdered sugar, milk, and vanilla to create the glaze.
Drizzle the glaze over the cooled bars and let set before slicing.
