Wash and slice the plums in half, removing the pits.
In a mixing bowl, combine flour, baking powder, salt, and cinnamon.
In another bowl, cream together butter and sugar until light and fluffy.
Add eggs one at a time to the butter mixture, mixing well after each addition.
Stir in vanilla extract and lemon juice.
Gradually add the dry ingredients to the wet mixture, alternating with milk, until just combined.
Spread the batter evenly in a greased tart pan.
Arrange the sliced plums on top of the batter, cut side up.
Sprinkle with nutmeg and additional sugar if desired.
Bake for 30-35 minutes, or until golden and a toothpick comes out clean.
Let the tart cool in the pan for 10 minutes before transferring to a wire rack.
Dust with powdered sugar before serving.
